Tasers Getting More Prominent Role in Crime Fighting in City

After decades languishing in the trunks of squad cars, the Taser, the handgun-shaped device that incapacitates people with a pulsating electrical current, is getting a chance at a higher profile in the New York Police Department.

The Taser’s career in New York has contrasted with its ubiquity around the nation, as police officials from Wisconsin to California have praised its usefulness, particularly in encounters with the emotionally disturbed. According to the device’s manufacturer, Taser International, more than 345,000 Tasers have been sold to 12,750 law enforcement and military agencies in 44 countries, with 4,500 agencies distributing them to their entire forces.

By contrast, about 500 Tasers are deployed in New York.

Last week, a report on a study of police shootings — commissioned in 2007 after a Queens man, Sean Bell, was killed by officers — recommended that the New York police experiment with using Tasers more. In response, Mr. Kelly said that Tasers would move out of the dark trunks of select police vehicles to sergeants’ crowded gun belts. But he remained cautious, saying sergeants would still be the only ones with the authority to handle Tasers. That population of 3,500 supervisors is larger than most other departments.

“This is like turning a battleship around, or an aircraft carrier,” Mr. Kelly said of the challenges of implementing any new law enforcement tool in the Police Department. The New York force, for example, switched later than others from 6-shot revolvers to 9-millimeter semiautomatic pistols. And even then the semiautomatics initially carried only 10 shots, not the regular 16.

The ISRA is pleased to announce that its annual Open House and Range Day will take place on Saturday, June 21, 2008 at its range facility located near Bonfield, IL. The event will kick off at 10:00 AM and will run until 4:00 PM. Admission is free and the public is cordially invited to attend.

"The attention-grabber of the day will certainly be Manufacturers' Row," said ISRA Executive Director, Richard Pearson. "That's where the nation's leading gun makers will have the latest in guns and gear on display. As an added bonus, our guests will actually have the opportunity to take most of the display guns to the firing line and try them out. It's never too early to start that holiday wish list and our Open House is a great place to get that wish list started. This year we expect all the big players to be on-hand including Winchester, Glock, Remington, Rock River, Armalite, and Springfield Armory, to name just a few."

The ISRA is the state's leading advocate of safe, lawful and responsible firearms ownership. Since 1903, the ISRA has represented over 1.5 million law-abiding Illinois firearm owners.

Taser Project to Equip Each Patrol Officer

Funds from a federal grant will allow the Columbia Police Department to almost double the number of Tasers available to police and move closer to the goal of putting one of the devices into the hands of every patrol officer.

The nearly $33,000 grant is from the U.S. Department of Justice 2007 Edward Byrne Memorial Justice Assistance Grant, which police and the Boone County Sheriff’s Department jointly sought, Columbia police Capt. Mike Martin said. The purchase was approved Monday by the Columbia City Council.

'Basically, shooting is a fun thing to do'

In the grand hall of Toronto's Union Station, as commuters stream from one train to another, three young people are standing, quite still, their packs and bags sitting on the floor.

Matthew Kao is a 16-year-old high-school student who likes golf and tennis, and hopes to be a doctor one day. Violetta Szyszkowski, 25, goes to York University. Prakash Nanjappa, 32, is a software engineer born and raised in India. They stand chatting and smiling amid the bustle.

You would never know they're armed.

The three are sport shooters. Their bags carry locked cases with competition pistols inside. They hope to compete for Canada in the 2012 Olympics, but face eviction from their shooting range after Toronto Mayor David Miller proposed closing the city's gun clubs.

Patrick Haynes is a sport shooting coach with the Union club, set in the rafters above the station's grand hall. He said sport shooters follow a strict set of rules and thinks Mr. Miller is unfairly targeting them.

"I teach discipline. I don't teach people to go out and hurt others," Mr. Haynes said. "The people that want to do something positive are the only ones who will be affected by this."

The Union gun club has 140 members. President Thomas Bradbeer said they are a mix of professionals, young and old, from diverse backgrounds - teachers, engineers, doctors, lawyers and students.

"Closing the range is like closing one event of the Olympics," said Ms. Szyszkowski, a former women's youth champion shooter in her native Poland. A vegetarian, she abhors hunting but finds target shooting calming. "I just love it. It's comforting. You have to be so focused. It's just you and the pistol." says Ms. Szyszkowski.

Packing in Public: Owners not gun-shy

PROVO, Utah — For years, Kevin Jensen carried a pistol everywhere he went, tucked in a shoulder holster beneath his clothes.

In hot weather, the holster was almost unbearable. Pressed against his skin, the firearm was heavy and uncomfortable. Hiding the weapon made him feel like a criminal.

One evening he stumbled across a site that urged gun owners to do something revolutionary: Carry your gun openly for the world to see as you go about your business.

In most states, there's no law against that.

The Jensens are part of a fledgling movement to make a firearm as common an accessory as an iPod. Called open-carry by its supporters, the movement has attracted grandparents, graduate students and lifelong gun enthusiasts like the Jensens.

"What we're trying to say is, 'Hey, we're normal people who carry guns,' " said Travis Devereaux, 36, of West Valley, a Salt Lake City suburb. He works for a credit-card company and sometimes walks around town wearing a cowboy hat and packing a pistol in plain sight. "We want the public to understand it's not just cops who can carry guns."

While it's legal to openly carry a firearm in Washington, state regulations say that exhibiting any weapon "apparently capable of producing bodily harm" in an intimidating manner is a gross misdemeanor. In addition, weapons are prohibited in many places, such as courthouses, liquor establishments that are off-limits to minors, and jails. There are a variety of restrictions. Arguing the Ban

I was at the Supreme Court today, and based on what I heard, I have every expectation that the Court will soon restore the Second Amendment to the District of Columbia.

Everything I saw in court shows the District's ban on functional firearms is out of sync with American history. The arguments today clearly indicated the Second Amendment is an individual, and not a collective, right. The District's attorneys spent their time swimming upstream against the U.S. Constitution.

In Washington, D.C., the law is simple. Once a gun becomes usable, it becomes illegal. That means when your window breaks at 2 a.m. and you're facing an armed criminal heading towards your bedroom, the politicians in D.C. want you to just call 911 and pray help arrives before it's too late.

That's why the District's law isn't just unconstitutional, it's unreasonable. The D.C. Gun Ban has been on the books for decades and hasn't increased public safety. In fact, the crime rate has skyrocketed. When you couple the gun ban with the District's revolving-door criminal justice system, it's open season on honest people.

The District seeks the supremacy of the government. The NRA believes that individual freedom is of the utmost importance in our country. The idea that the government can protect you from all harm is a fantasy. Even the beat cops, the law enforcement officers who risk their lives every day, will tell you that.

This case is ultimately about the good people in society, and what rights they have to protect themselves against those who ignore our laws. It's about whether the good people will have their God-given right of self defense returned to them. And after what we've seen today, I'm confident the Second Amendment will soon return to the District.

Pro-Hunting Legislation Passes House, Heads to Senate for Consideration!

HF2440 would require an officer of the Department of Natural Resources to issue a certificate of completion of the hunter safety and ethics education course for members of the armed forces on active duty or who served in the armed forces at anytime so long as they were discharged under honorable conditions, are nonambulatory, and are accompanied by a person who is at least 18.  Please contact the members of the Senate Natural Resources and Environment Committee TODAY and respectfully urge them to pass this HF2440.

CALIFORNIA: Fish & Game Commission Regulatory Commission Proposal Seeking to Expand Scope of Lead Ammunition Ban!

Recently, the California Fish & Game Commission voted in favor of adopting regulations to strengthen Assembly Bill 821, legislation that would restrict the use of lead-cored centerfire rifle cartridges in certain areas of the state for hunting and taking of non-game animals.  The Commission's proposals would expand the scope of AB821 to include ammunition for black powder firearms, pistol, and rimfire cartridges.  The proposals are intended to limit the use of such ammunition for hunting and taking of non-game animals.  These proposals will be voted on at the next Fish & Game Commission Meeting on Thursday, April 10 at 10:00 a.m. and Friday, April 11 at 8:30 a.m. at the UC Davis Bodega Bay Marine Laboratory Lecture Hall located at 2099 Westside Road in Bodega Bay.  Please attend the next meeting of the Fish & Game Commission to show your opposition to these attacks on our hunting heritage.  If you are unable to attend, please contact the commission and respectfully urge them to oppose these unwarranted and ill-conceived restrictions.

Airsoft For Fun & Training

I remember, at the grand old age of ten, running around the woods with a BB gun (that my parents didn’t know I had) wearing heavy clothing and a football helmet playing “war” with my friends. BBs hurt. Thankfully none of us ever got shot with a penetrating BB. We did sport some good bruises though. We showed them off with pride. These days there is another option: Airsoft. Not only are these “toys” excellent for pure enjoyment of shooting, but they can also serve as training tools for teaching tactics or, more important in the recreational world, safe weapon handling.

NRA's Eddie Eagle GunSafe® Program Reaches 21 Millionth Child

"The steady decline in the number of firearm-related accidents among young children since the launch of the Eddie Eagle program is a testament to the program's effectiveness, and to the 21 million children we’ve been able to reach," said Kayne Robinson, Executive Director of NRA General Operations. "The history of this program is filled with stories of children who have avoided firearm accidents because they were exposed to Eddie Eagle's live-saving message."

Volunteers for the Eddie Eagle program come from diverse backgrounds but share a common commitment to protecting children from gun accidents. They include NRA members, schoolteachers, law enforcement officers, and community activists who teach the program, plus private donors and Friends of NRA participants who raise funds to pay for the program’s educational materials.

More than 26,000 educators, law enforcement agencies, and civic organizations have taught the program since 1988.

SOUTH DAKOTA: Governor Signs Youth Hunting Bill into Law!

On Thursday, March 13, Governor Mike Rounds (R) signed House Bill 1263 into law. Introduced by State Representative Mike Buckingham (R-33), this important legislation will help preserve South Dakota's proud hunting heritage by granting the South Dakota Game Fish and Parks rulemaking authority to establish a youth mentored hunting program for children between ages 10 and 16. The current minimum hunting age in South Dakota is 12. While licensed youth hunters would still need to take a Hunt Safe course, HB 1263 would establish a "try before you buy" program allowing younger kids to experience their first hunts without a license under the direct supervision of a licensed adult.
